Acuerdo de Facilitación de la OMC: nuevo desafío para Colombia

El Acuerdo de Facilitación del Comercio (AFC), de la Organización Mundial del Comercio (OMC), entró en vigor el pasado 22 de febrero, tras su ratificación por dos tercios de los miembros de la OMC. El AFC tiene como propósito agilizar el movimiento, los  procedimientos aduaneros y el despacho de las mercancías. Igualmente, se incluyen disposiciones de cooperación entre las autoridades aduaneras y sobre asistencia técnica.

Colombia es uno de los pocos miembros de la OMC que aún no ha adoptado el AFC. Sin embargo,   en la actualidad el Acuerdo se encuentra en proceso de ratificación por parte del Congreso Nacional y en octubre de 2016 fue aprobado en primer debate en el Senado. No obstante, en el ámbito de la Comunidad Andina de Naciones (CAN), se han venido adoptando disposiciones en materia de facilitación del comercio tales como la implementación de tecnologías de información y el desarrollo de procesos optimizados, que permitan el  cumplimiento de las obligaciones aduaneras.
